Implementation
WP1 - Elaboration of inventories of:
-
Existing or potentially considered facilities and practices of CBRN CI;
-
Capacities, resources, needs, relevant regulations related to protection and security of CBRN Critical Infrastructure.

Identify and establish contact with relevant national institutions in charge of elaboration/adoption of national regulations on CBRN Critical Infrastructure as well as protection of CBRN Critical Infrastructure facilities and practices in each Participating Country (PC) through the EU CBRN CoE National Focal Points. This may include, but is not limited to, Relevant committee of National Parliament, State Security Council, Chemical Regulatory Authority, Biological Regulatory Authority, Radiation/Nuclear Regulatory Authority, State Security Authority, Security Police, Intelligence, Cyber Security Authority.

Organize a two-day inter-regional Kick-off meeting (recommended 2 participants per PC – National Focal Point + 1 expert). During the meeting, the project will be presented to participants, and bilateral meetings with individual countries will be organized to discuss country-specific activities for the project. The kick-off meeting shall address organizational aspects, ascertain project implementation strategy, interaction patterns, necessary input information, schedule of input information supply and delivery submission, etc.

Carry out an assessment of the current situation regarding institutional and infrastructural arrangements to protect and secure the CBRN Critical Infrastructure facilities and practices in each country of the region through desk research and field missions (1 country visit per PC, in which the implementer will meet with the National Focal Point, members of the National CBRN Teams and other relevant representatives from national institutions, including representatives of CBRN facilities). The assessment will focus on the following:

National standards and regulations identifing facilities and practices of CBRN Critical Infrastructure;

Existing institutions and stakeholders involved in security (including cyber security) and physical protection of CBRN Critical Infrastructure facilities and practices (State Security Authority, Security Police, Intelligence, Cyber Security Authority, Chemical Regulatory Authority, Biological Regulatory Authority, Radiation and Nuclear Regulatory Authority, CBRN facility operator etc.);

Existing technical capabilities and needs to ensure relevant security (including cybersecurity) and physical protection measures for CBRN Critical Infrastructure facilities and practices;

Existing training and education programmes for relevant stakeholders responsible for security (including cyber security) and physical protection of CBRN Critical Infrastructure facilities and practices;

Existing technical capabilities relevant for trainings and exercises needs in security (including cyber security) and physical protection of CBRN Critical Infrastructure facilities and practices.

Based on the above assessments, produce country reports which will identify gaps and needs at the national and at the regional levels and propose recommendations for improvement the existing situation related to security (including cyber security) and physical protection of CBRN Critical Infrastructure facilities and practices for each country.

Outline lists of necessary equipment and software needs to upgrade of existed physical protection and security (including cyber-security) systems of national CBRN critical infrastructure facilities and practices for each of the SEEE, CA and MIE partner countries.

Translate and provide partner countries with the country report into official languages (Albanian, Arabian, Afghan, Armenian, Azerbaijani, Bosnian/Croatian/Serbian, Georgian, Kazakh, Kyrgyz, Macedonian, Mongolian, Romanian, Tajik, Ukrainian and Uzbek official languages). This task might be carried out as an in-kind contribution of the Beneficiary countries.
