Implementation

WP3 - Elaboration/transfer of methodology on specific risks assessment of CBRN critical infrastructure facilities and practices. Assist in country-specific risks assessment related to CBRN Critical Infrastructure.

SEEE region is the first among overall EU CBRN CoE initiative implementing comprehensive approach to assess CBRN risks in respective countries. Regional Secretariat in cooperation with JRC and FPI elaborated the CBRN Risk Assessment capacity building package (March 2021) based on ISO 31000 standard. It has been decided to implement the CBRN Risk Assessment for SEEE region in three stages:

  1. Generic ISO 31000 training for selected experts from SEEE participant countries;

  2. CBRN General Risk Assessment Training Workshops for same experts, as a follow-up of previous ISO 31000 training; 

  3. Country-specific CBRN Risk Assessment based on individual requests of SEEE participant countries. Training sessions on ISO 31000 Generic Risk Management and training workshops on CBRN General Risk Assessment fulfilled in July and December 2021 respectively and up to 50 national experts trained in total. Therefore, two out of three stages (see above) fulfilled and pool of local (national) experts identified/ trained.

Current WP3 is considered to be addressed to third stage as implementation of country specific and domain specific CBRN risk assessments. The scope of the WP3 is to elaborate/transfer of CBRN sectoral (domain-specific) risk assessment methodology based on ISO 31000 and assist SEEE, CA and MIE countries in risk assessment for identified CBRN Critical Infrastructure facilities/practices.

  • Elaborate and provide to partner countries the methodology (CBRN risk assessment methodology) on risk assessment for facilities/ practices of CBRN Critical Infrastructure. It is recommended to use ISO 31000 standard as a basis.

  • Provision of training on implementation of CBRN risk assessment methodology for domain-specific risk assessments. It is recommended to involve the target group of local experts already received ISO 31000 standard based training workshops (see above) – Organize 2-sub regional training workshops for SEEE region ( 3 days’ trainings for up to 5 participants per country) and 2 regional training workshops for CA and MIE Regions (3 days’ trainings for up to 5 participants per country).

 

  • Identify country tailored and domain-specific risks to be assessed, related to facilities/practices of identified facility/ domain of national CBRN Critical Infrastructure. For this reason, work with NFPs and national experts (representatives of C, B and RN regulatory authorities, state intelligence services, security services (including cyber-security), state security committees, relevant committees of national parliaments).

  • Assist SEEE, CA and MIE countries in assessment of risks for selected facilities/ practices of national CBRN Critical Infrastructure. For this reason, work with NFPs and national experts (experts received CBRN domain-specific risk assessment trainings and representatives of C, B and RN regulatory authorities, state intelligence services, security services (including cyber-security) state security committees, relevant committees of national parliaments).
