Official Project Blurb for Project 101 

The "CBRN Critical Infrastructure Protection and Security in the South East and Eastern Europe, Middle East and Central Asia regions" project aims to benefit partner countries under the European Union's CBRN (Chemical, Biological, Radiological, and Nuclear) Centers of Excellence Initiative.

 

The beneficiary countries include Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, North Macedonia, Moldova, Montenegro, Serbia, Ukraine, Uzbekistan, Kazakhstan, Tajikistan, Kyrgyzstan, Pakistan, Jordan, Lebanon and Iraq. This initiative seeks to address global and trans-regional threats to peace, international security, and stability by enhancing governance and cooperation on CBRN risk prevention, detection, and mitigation.

The specific objective of the project is to strengthen and enhance protection and security measures for national CBRN Critical Infrastructure facilities and practices in the SEEE (South East and Eastern Europe), CA (Central Asia), and  MIE (Middle East) regions.

The expected results include establishing and improving policies, methodologies, guidelines, and protocols for identifying and classifying components of National CBRN Critical Infrastructure. The project will develop a CBRN risk assessment methodology and guide for national implementation, conduct country-specific and domain-specific CBRN risk assessments for selected facilities and practices, and create a guide for the general design of physical protection, security, and cyber-security systems for CBRN Critical Infrastructure facilities.

 

Additionally, it will develop Standard Operating Procedures (SOPs) to respond to protection and security threats, including cyber-security, at CBRN facilities, identify equipment and software needs for upgrading existing protection and security systems, and conduct practical trainings and exercises on the protection and security of CBRN Critical Infrastructure facilities. The project will also foster networking among national and regional CBRN critical infrastructure protection and security experts and agencies, and share best practices in CBRN critical infrastructure protection and security based on relevant EU institutional experience.

This comprehensive initiative aims to enhance the overall security environment in SEEE, CA, and MIE regions by building sustainable national capabilities and fostering regional cooperation.

Vision

 

The objectives of the project 101 will be achieved by supporting the long-term objectives of the governments of the concerned partner countries which are the sustainable development of national capabilities ensuring proper protection and security for respective CBRN Critical Infrastructure facilities and practices, enhancement of existed methodological, technical and operational resources for CBRN Critical Infrastructure classification, risk assessment, deterrence and response to protection and security (including cyber-security) threats at any of national CBRN critical infrastructure facilities and practices, strengthening of sub-regional and regional cooperation and transfer of best practices in respective field.

 

The purpose can be broken down into the following expected components:

  • Establishment/ improvement of policy, methodologies, guidelines and protocols on identification and classification of components of National CBRN Critical Infrastructure.

  • Elaboration of CBRN risk assessment methodology and respective guide for implementation of national CBRN risk assessment.

  • Elaboration of country-specific and domain-specific CBRN risk assessments for selected national facilities/ practices upon request of SEEE, CA and MIE partner countries.

  • Elaboration and transfer of guide on General Design of Physical Protection, Security, and Cyber-security systems for CBRN Critical Infrastructure facilities.

  • Elaboration of Standard Operating Procedure to respond on protection and security (including cyber security) threats to CBRN facilities and practices.

  • Elaboration of the list of equipment and software needs for upgrading of existing physical protection and security (including cyber-security) systems of CBRN critical infrastructure facilities.

  • Conducting practical trainings and exercises (national, sub-regional, regional, and inter-regional) on protection and security (including cyber-security) of CBRN Critical Infrastructure facilities and practices.

  • Foster the networking of national and regional CBRN critical infrastructure protection and security (including cyber-security) experts and agencies.

  • Sharing good practices of CBRN critical infrastructure protection and security based on relevant EU institution’s experience.​
